‘Unreasonable’ planning decisions by West-Lindsey, costs now to be paid for by Council tax payers

West-Lindsey Council tax payers to foot costs of appeals against’unreasonable’ planning decisions by West-Lindsey District Council

Looks like further failures in West-Lindsey District Council will again have to be paid for by the public.

The Market Rasen Mail says:

COUNCIL tax payers in West Lindsey District Council (WLDC) area will have to fork out for poor decisions made by the district council’s planning committee.

Kirton Lindsey planning consultancy, Kirton Consulting Ltd has successfully won two planning appeals against decisions made by them – in successive weeks!

The original council decisions were considered so unreasonable the Inspectorate has ordered WLDC to pay back the full costs of both appeals to each of the applicants. HOORAY!

The first appeal related to an occupancy condition placed on a proposed barn conversion to residential use at Beeches Farm, North Kelsey. The second was against a refusal of a planning application to provide a small swimming pool inside a disused barn at Stud Farm, Westwoods, Sturton by Stow.

When asked about the ‘winning double’, Kirton company director Ian Hutchison commented: “To win two appeals in successive weeks is good going but to win costs against the council in both instances must be something of a record”.

As reported last week, West Lindsey’s planning department is being investigated after allegations of potential fraud and mismanagement and a manager has been suspended.

West-Lindsey District Council ‘fraud probe’!

‘Fraud probe’


The Audit Commission are to investigate allegations of fraud from within West-Lindsey District Councils planning office.

The council also confirmed that a manager in there planning services, had been suspended.

A West-Lindsey District Council spokesman went on to say-

“This is a neutral act to allow a proper investigation to take place.”

It seems that investigation after investigation shows clearly that the people of West-Lindsey are suffering repeated maladministration from the top down by this failing Local District authority. Until this council is run by people that tell the truth and are accountable to the public they serve, then stories like the one unfolding will become the norm regrettably.

This investigation will be held in closed session, this really is just a way for this council to attempt to keep the truth from the people, it is counter productive, incorrect and just plain wrong.

The previous leader, Liberal Democrat Reg Shore, was more suspicious of the motivations and linked the review to the current crisis.

He went on to say:

“I believe there are other things going on that are not apparent at this time,” said Coun Shore.

“This council is going through a crisis with serious charges of potential fraud and mismanagement brought to our door.” He also refered to ‘other issues that may involve major standards breaches ‘ directly focussed on members that could involve the police.

“I am not allowed to go into detail. That’s for others as they go about their investigations and we await their outcomes,” said Coun Shore who saw Coun Theobald’s move as ‘ultimately destroying the council rather than strengthening it’.

Mr Duncan Sharkey said he had ‘concerns about potential breaches in standards, but they are only concerns, not evidence’.

Antisocial-behaviour rampant in West-Lindsey, again and again the public of West-Lindsey are paying for failed services and a complete lack of care to communities from this local authority as it turns a blind eye to the ever increasing Antisocial behaviour problem.

Recent Freedom of information requests on ASB policies and procedures prove alarming reading. Clearly  West-Lindsey District Council have been operating & applying this district council’s own version without authorised or approved ASB procedures for years. West-lindsey from 2003 have failed to treat the ASB issue with the correct level of urgency, leaving gaping holes for reprobates to exploit, and the public left to suffer.

West-Lindsey District Council fail to return people’s money, ‘its Rubbish’

West-Lindsey District Council have not come clean on whether it will keep the refunds from the public that have been paid up front for what should be a free service.

A nameless spokesman, for West Lindsey District Council said ‘the introduction of free green bin garden waste collections had been “enthusiastically received” by residents.

This statement we at wldcwatchdog believe, is premature, as this council only asked a select few residents and as usuall are not completly open and transparent on the facts or Information available to the public.

Our story on the 27th August 09 simply stated that decisions are being made inappropriatly which could have an impact on the public this council is duty bound to serve.

Many questions still are unanswered regarding the reduction of rubbish collection service for this area.

No comment on any reduction in council tax has yet been announced.

Pay seems to increase no matter what the financial dilema’s from this authority to the men & women making decisions.

Retired, Mr Hyde from Saxilby said:

“I realise it’s not much money – maybe only eight or nine pounds – but when you add up what they owe everyone it soon mounts up.

“If I owed them they would be quick to come after me, I bet.”

Of course you are correct Mr Hyde  the repayment should be automatic. Will you get whats owed!!!

wldc councillor Pat O’Connor Correct on bad Investment decisions

WLDC Councillor Pat O’Connor is proven correct and speaks the truth on the failed Investments in Icelandic Banks made by West-Lindsey District Council.

REPAYMENT of West Lindsey Council’s £7m investment in Icelandic banks could take ‘years’, it emerged last week.

Councillor Pat O’Connor has spoken out against the news, adding that he has been ‘proved right’ after he spoke out against the investment practices in October.

Saying, ”At the time, I saw this would cause some financial difficulty for projects that are ongoing,” he said.

”Since then, there has been a freeze in recruitment, and in other things that have been invested.”

”Overall, I think it has been a disaster for the council, and it will take many years of recovery.”

Hooray for common sense spoken by Mr O’Connor, meanwhile the drivelling excuses are starting to flow from this inept administration.

ExampleMr Darren Turner (Deputy CEO) was unable to provide a set date for the final repayment, saying “it was ‘impossible’ to say when the situation would be fully resolved – but added that it would take ‘years’.

Where are the answers on the lost capital and all the lost Interest due to mismanagement from paid officials?

This surely has to dramatically affect the service provision and services that the most needy in this area will now not receive.

What is noticeable is the silence from the £100,000 + a year man at the helm, a Mr Duncan Sharkey CEO, who is ultimately responsible for these poor decisions and huge financial losses.

Where is his moral compass? it seems lost, as he now resembles those appalling politicians clinging to power at any cost.

There can only be more trouble ahead as these inept individuals hang on to the gravy train while the public continue to suffer from this maladministration blighting lives now daily.
